Skinner earned a Business Management degree from Moorpark College and held a part-time Vocational Teaching Credential from the State of California. He values family life and, together with his wife Linda—his partner of 40 years—they have three children and four grandchildren. The couple enjoys traveling by RV and going on international cruises.
